If you are trying to decide if winter tires are worth it, then think about the typical winter conditions in your area. The biggest inflection point is when the temperature hits 45 degrees. That is when the special rubber of winter tires starts to become more effective than the rubber in all season tires. Even before snow and ice start to hit, the rubber will allow for better grip. When it does start to become snowy, then the tread design of winter tires gives them better friction by far, so your stopping distances are a lot shorter than with all season tires.

The downside of winter tires is that they have a short lifespan, so that is why you need to swap back to the all season tires once the conditions improve again.
